normal style="text-indent:24.0pt;line-height:22.0pt">2.1促進中小企業和監獄企業發展扶持政策、政府強制采購節能產品強制采購、節能產品及環境標志產品優先采購、促進殘疾人就業政府采購政策。 根據《政府采購促進中小企業發展管理辦法》(財庫[2020]46號)的規定，本項目專門針對中小企業采購，須提供相關有效聲明材料等。

normal style="text-indent:24.0pt;line-height:22.0pt">3.3擬任項目經理須具有建筑工程專業二級及以上建造師注冊證書，且具有建設行政主管部門核發的有效安全生產考核合格證，擬任項目經理不得有在建工程、未發生過重大安全生產事故（提供無在建、無重大安全生產事故承諾書）。

normal style="text-indent:24.0pt;line-height:22.0pt">3.6具有良好的商業信譽和健全的財務會計制度，未處于財產被接管、凍結、破產狀態，提供企業經審計的2020年度財務審計報告，且財務狀況良好；如為新成立企業，提供自注冊年度后經審計的財務審計報告或報表。

normal style="text-indent:24.0pt;line-height:22.0pt">3.7擬派項目經理、技術負責人及授權委托人須為投標單位正式員工，提供投標單位與其簽訂的勞動合同及2021年5月以來連續3個月為其繳納社保的證明。
