normal align=left style='text-align:left;text-indent:21.0pt;line-height:150%;text-autospace:none'>2.1建設規模：陽曲縣青龍污水處理廠一期擴建項目，本項目主要建設一體化提升泵站、調節池、MSBR池，以及深度處理系統等污水處理的生產設施、輔助生產配套設施及配套管網建設。

normal align=left style='text-align:left;text-indent:21.0pt;line-height:150%;text-autospace:none'>招標內容：陽曲縣青龍污水處理廠一期擴建項目，本項目主要建設一體化提升泵站、調節池、MSBR池，以及深度處理系統等污水處理的生產設施、輔助生產配套設施及配套管網勘察、設計、施工及采購工作。

normal style='text-indent:21.0pt;line-height:150%;text-autospace:none'>本工程建設規模為20000m³/d，建設內容包括MSBR生化池以及深度處理為主體的處理構筑物、設備配套工程及自動化控制工程，另外還有配套的生產附屬建筑物；主要包括：

normal style='text-indent:21.0pt;line-height:150%;text-autospace:none'>（1）項目規劃用地范圍內所有巖土工程的詳細勘察及相關服務；

normal style='text-indent:21.0pt;line-height:150%;text-autospace:none'>（2）2萬方污水處理車間、配電室、除臭間、粗柵格及提升泵站、污水井、調節池等的施工圖設計，以及廠區道路、綠化、管線綜合基坑支護等的施工圖設計及相關服務；

normal style='text-indent:21.0pt;line-height:150%;text-autospace:none'>（3）2萬方污水處理車間、格柵間+提升泵站、調節池、配電室、除臭間、連通管道及機電設備等設計采購及施工，設計聯絡、交付驗收等相關工作；

normal style='text-indent:21.0pt;line-height:150%;vertical-align:baseline'>設計要求的質量標準：須符合現行國家、行業及山西省相關法律、法規、質量驗收規范合格標準及設計編制深度要求；

normal style='text-indent:21.0pt;line-height:150%;vertical-align:baseline'>施工要求的質量標準：須符合現行國家、行業及山西省相關法律、法規及有關工程施工驗收規范和標準的合格要求。

normal style='text-indent:21.0pt;line-height:150%;vertical-align:baseline'>設備采購質量標準：須符合現行國家、行業及山西省相關法律、法規及質量驗收規范合格標準；            

normal align=left style='text-align:left;line-height:150%'>三、投標人資格要求

normal align=left style='text-align:left;line-height:150%'>    001不分標段 ：

normal align=left style='text-align:left;line-height:150%'>3.1本次招標要求投標人須同時具備①工程設計市政行業（給水工程、排水工程）專業乙級及以上資質，②工程勘察專業類巖土工程勘察乙級及以上資質；③市政公用工程施工總承包叁級及以上資質，有效的營業執照，并在人員、設備等方面具有相應的總承包能力，其中，投標人擬派項目經理須具備市政公用工程專業貳級及以上注冊建造師和安全生產考核合格證書（B類）資格，設計負責人需具備市政相關專業高級技術職稱資格；勘察負責人需具備注冊土木工程師（巖土）證書；施工負責人需具備市政專業貳級注冊建造師和安全生產考核合格證書（B類），且未擔任其它在建工程項目的項目經理。

normal align=left style='text-align:left;line-height:150%'>3.2單位負責人為同一人或存在控股、管理關系的不同單位，不得同時參加本項目的投標；

normal align=left style='text-align:left;line-height:150%'>3.3未列入“信用中國”或各級信用信息共享平臺中失信被執行人名單；

normal align=left style='text-align:left;line-height:150%'>3.4本次招標項目接受聯合體投標；如為聯合體投標的應滿足以下要求：

normal align=left style='text-align:left;line-height:150%'>3.4.1、本次招標接受聯合體投標，聯合體投標的，需提供聯合體協議書。

normal align=left style='text-align:left;line-height:150%'>3.4.2、投標人的投標文件及中標后簽署的合同協議書對聯合體各方均具有法律約束力；

normal align=left style='text-align:left;line-height:150%'>3.4.3、聯合體各方應簽訂共同投標協議，明確約定各方擬承擔的工作和責任，并將該共同投標協議隨投標文件一并提交給招標人；    

normal align=left style='text-align:left;line-height:150%'>3.4.4、聯合體各方不得再以自己的名義單獨投標，也不得同時參加兩個或兩個以上的聯合體投標。出現上述情況者，其投標和與此有關的聯合體的投標將被拒絕；

normal align=left style='text-align:left;line-height:150%'>3.4.5、聯合體中標后，聯合體各方應當共同與招標人簽訂合同，為履行合同向招標人承擔連帶責任；

normal align=left style='text-align:left;line-height:150%'>3.4.6、聯合體的各方應共同推舉一名聯合體牽頭人，由聯合體各方提交一份授權書，證明其牽頭人資格，該授權書作為投標文件的組成部分一并提交給招標人；

normal align=left style='text-align:left;line-height:150%'>3.4.7、聯合體的牽頭人應被授權作為聯合體各方的代表，承擔責任和接受指令，并負責整個合同的全面履行。

normal align=left style='text-align:left;line-height:150%'>3.4.8、投標人以聯合體形式投標的，因為聯合體是共同承擔招標項目的聯營形式的臨時性組織，其各方成員的配備均可作為該聯合體的資質能力。
