中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中國海洋石油集團(tuán) （以下稱為“招標(biāo)人”）委托，就東海西湖石油天然氣作業(yè)公司燃?xì)馔钙桨l(fā)電機(jī)組進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of The Gas Turbine Generator Package by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary: 2 sets of the Gas Turbine Generator Packages will be acquired by the Tenderee. Each gas turbine generator net output electrical power would be not less than 5500KWe (fuel gas) at the site condition ( 36.2℃@EL.+37m, Relative humidity: 30%~100%) for BOP platform.

從中華人民共和國關(guān)境內(nèi)提供的貨物：2024年5月30日前（貨到項目現(xiàn)場時間，地點為天津/青島/珠海或其他買方指定地點）
For goods offered from within PRC customs territory: on or before 30th May, 2024 (arrival date to Tianjin/ Qingdao / Zhuhai or other designated places).
從中華人民共和國關(guān)境外提供的貨物：2024年5月20日前（CIF中國天津或其他買方指定地點）
For goods offered from outside PRC customs territory: on or before 20th May, 2024. (CIF Tianjin or other designated places).
3. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 國內(nèi)產(chǎn)品不允許代理商投標(biāo)，投標(biāo)人應(yīng)為燃?xì)馔钙降闹圃焐袒蛉細(xì)馔钙桨l(fā)電機(jī)組的制造商（成橇商）。境外產(chǎn)品接受代理商投標(biāo)。境外產(chǎn)品使用代理商投標(biāo)時，投標(biāo)人應(yīng)得到本次投標(biāo)所投產(chǎn)品境外制造商的同意，并提供該產(chǎn)品的合法唯一代理授權(quán)書。
Agents are not allowed to bid for domestic products, and the bidder should be the manufacturer of gas turbine or the manufacturer of the unit (the skid assembly of the unit is included). And agents are allowed to bid for overseas products. If the bidder is an agent, bidder shall obtain the legal and only formal authorization from the manufacturer of the goods to provide the goods for this bidding. (see Form-IV-9-4 in Volume One).
C. 是否接受聯(lián)合體投標(biāo)：是
Joint Venture: Accepted
聯(lián)合體投標(biāo)人應(yīng)提供聯(lián)合體協(xié)議書。聯(lián)合體各方需要明確各自承擔(dān)的工作內(nèi)容，并按照各自承擔(dān)的內(nèi)容進(jìn)行業(yè)績和相關(guān)資質(zhì)的評審。未明確的工作將按照聯(lián)合體各方中的最低業(yè)績和資質(zhì)進(jìn)行評審。聯(lián)合體投標(biāo)還應(yīng)滿足以下要求： 一、聯(lián)合體應(yīng)以一個投標(biāo)人的身份共同投標(biāo)。聯(lián)合體各方均應(yīng)具備承擔(dān)招標(biāo)項目的相應(yīng)能力。由同一專業(yè)的單位組成的聯(lián)合體，按照資質(zhì)等級較低的單位確定資質(zhì)等級。聯(lián)合體各方應(yīng)當(dāng)簽訂共同投標(biāo)協(xié)議，明確約定各方擬承擔(dān)的工作和責(zé)任，并將共同投標(biāo)協(xié)議連同投標(biāo)文件一并提交招標(biāo)人。聯(lián)合體中標(biāo)的，聯(lián)合體各方應(yīng)當(dāng)共同與招標(biāo)人簽訂合同，就中標(biāo)項目向招標(biāo)人承擔(dān)連帶責(zé)任； 二、聯(lián)合體由牽頭人負(fù)責(zé)與招標(biāo)方聯(lián)系，由牽頭人代表聯(lián)合體負(fù)責(zé) 投標(biāo)保證金對聯(lián)合體各方均具有約束力。
D. 未領(lǐng)購招標(biāo)文件是否可以參加投標(biāo):不可以
Bid without the bidding documents：NOT A/Vailable
業(yè)績要求Requirement for Bidder's reference:
a) 2013年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)），投標(biāo)人所投燃?xì)馔钙桨l(fā)電機(jī)組（燃?xì)馔钙脚c本次投標(biāo)貨物相同規(guī)格型號，發(fā)電機(jī)組功率不小于5000KWe）應(yīng)具有至少2個項目（每個項目至少一臺）的供貨業(yè)績。
Since January 1, 2015 (date of contract) to the date of bid opening, the Gas Turbine (the gas turbine should be the same product model with it is used in this bid, and its net output electrical power should be not less than 5000KWe) that Bidder supplied should hA/Ve at least 2 projects （at least 1 gas turbine generator for each project） performances.
b) 如投標(biāo)人無法滿足以上業(yè)績要求，投標(biāo)人所投產(chǎn)品在投標(biāo)前獲得中國海洋石油集團(tuán) 備案的首次工程應(yīng)用管理認(rèn)定，提供簽字蓋章的《首次工程應(yīng)用管理認(rèn)定申請審批表》證明文件，可視同滿足以上業(yè)績條件。
If the bidder cannot meet the requirements of the above clauses, the bidder shall obtain the first project application management certification before bidding which approved by CNOOC China Ltd. The signed and sealed certification document of 《Approval form of application for management identification of first engineering application of major technologies and products》can be provided as same as meeting requirements of the one above clauses.
c) 已納入中國海洋石油集團(tuán) 三新三化清單且提供相應(yīng)產(chǎn)品的供應(yīng)商，其業(yè)績視為滿足本招標(biāo)項目要求（不受上述a)條業(yè)績要求的限制）。
The performance of suppliers providing similar products that hA/Ve been included in the "Three New Three Industrialization List" of CNOOC China Ltd shall be deemed to meet the requirements of the bidding project (not subject to the performance requirements of Section a) above).
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、設(shè)備的相關(guān)參數(shù)及到貨驗收材料（包括到貨簽收單、調(diào)試證明文件等）。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、項目名稱、設(shè)備的相關(guān)參數(shù)等均視為無效業(yè)績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements and Arrival acceptance materials (including arrival receipt, commissioning qualification certificate, etc.)
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
投標(biāo)人需承諾燃?xì)馔钙桨l(fā)電機(jī)組按照《海上固定平臺安全規(guī)則》的要求進(jìn)行設(shè)計、制造、認(rèn)證和檢驗。投標(biāo)人應(yīng)委托中國國家安全生產(chǎn)監(jiān)督管理總局海洋石油作業(yè)安全辦公室（COOOSO）認(rèn)可的船級社（ABS，DNV，CCS，BV之一）對雙燃料透平發(fā)電機(jī)組整體（包括機(jī)組橇塊外附屬設(shè)備）進(jìn)行檢驗并獲得檢驗證書。
Bidders need to promise the The Gas Turbine Generator Package shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The The Gas Turbine Generator Package （include outside affiliated equipment of the dual fuel turbine generator Package）from one of the certifying agencies authorized by COOOSO, which are ABS\DNV\CCS\BV.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from SEP1th, 2023 to SEP 8th 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
