中化建國際 （以下稱為“招標代理機構”）受_中海石油（中國） （以下稱為“招標人”）委托，就分析類儀表設備采辦 項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Procurement of The Analyzers by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：渤中26-6油田位于渤南低凸起，距離龍口終端100km左右，西距渤中26-2油田17.5km，區域 內平均水深21.9m。。
Project Summary：BZ26-6 oilfield is located in Bonan low uplift. It is about 100 km away from Longkou terminal and 17.5 km away from BZ26-2 oilfield. The A/Verage water depth in the region is 21.9 m.

3. 對投標人的資格和業績要求：

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 所投標產品的制造商應具有并在投標時提供有效期內的 GB/T19001（ISO9001）質量管理體系認證證書（認證范圍應包含生產或制造范圍），質量管理體系認證證書應在中國國家認證 認可監督管理委員會網站（http:// ）可查詢。若認證機構為國外的，則應在投標時提供上述有效期內的證書復印件。
B. The Tenderer must hA/Ve valid GB/T19001（ISO9001）quality system certification（The scope of certification shall include the scope of production or manufacture）, and can be found on the website of China National Certification and Accreditation Administration （http:// ）Verify.If the certification body is foreign, a copy of the certificate within the above validity period should be provided at the time of bidding.
C．投標人應為所投貨物的制造商。本次招標不接受代理商投標。
The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.

（2）業績要求Requirement for Bidder's reference:
★ 2013 年 1 月 1 日至投標截止日（以合同簽署時間為準），投標人所投產品應具有至少兩個合同（每個合同不低于1 臺微波法測量原理的油水分析儀）的供貨業績。
（1）投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：1）銷售合同復印件（內容至少包括：合同首頁、合同簽署頁、合同簽署時間、制造商名稱、貨物名稱、項目名稱、供貨數量、微波法測量原理）和 2）到貨驗收材料（到貨驗收單或調試驗收報告或使用方出具的有效證明文件）。
（2）未提交業績證明文件，或所提供的業績證明文件未體現上述信息的，均視為無效業績。
From January 1, 2013 to the deadline for submission of bids (subject to the signing date of the contract), the products offered by the bidder shall hA/Ve the supply performance of at least two projects (each project shall not be less than 1 water in oil analyzer of MicrowA/Ve). The Tenderer shall submit performance form in the specified format and relevant performance certification documents. The performance certification documents include but are not limited to: 1) the copy of the sales contract (including contract homepage.contract signing time, Contract signing page,manufacturer name, goods name,project name,goods number,microwA/Ve method) and 2) the arrival acceptance materials (delivery acceptance certificate or commissioning acceptance report or valid certification documents issued by the corresponding user). The sales contract submitted by the bidder must at least reflect the following contents: the first page of the contract, the contract signing page, the contract signing time, the name of the manufacturer, the name of the goods, the name of the project, the quantity of supplies, and the technical requirements of the microwA/Ve measurement principle. Failure to submit performance certification documents or failure to reflect the above information in the performance certification documents provided shall be deemed as invalid performance.
4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年8月29日開始至2023年9月5日止，請登錄中國海油采辦業務管理與交易系統(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 投標人須在線填寫 招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元 招標文件發售費用用于印刷和郵寄招標文件，有郵寄需求的請在支付時備注收件人相關信息。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from August 29, 2023 to September 5 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
