1.中化建國際 （以下稱為“招標代理機構”）受中海油石化工程 （以下稱為“招標人”）委托，就中海油石化工程 江蘇濱海液化天然氣（LNG）一期擴建工程接收站項目所需部分貨物及相關服務進行國際公開招標。現(xiàn)邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under JIANGSU LNG Project of CNOOC Petrochemical Engingeer Co.,Ltd by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

境內貨物：合同簽訂后38周到現(xiàn)場

For goods within the PRC customs territory：within 38 weeks after signing the contract

境外貨物: 合同簽訂后36周到港

For goods outside the PRC customs territory: within 36 weeks after signing the contract .

 交貨地點Destination of delivery：

境內貨物：江蘇省鹽城市濱海縣濱海港開發(fā)區(qū)

For goods within the PRC customs territory: Binhai Port Development Zone, Binhai County, Yancheng City, Jiangsu Province

境外貨物：CIF中國上海港

For goods outside the PRC customs territory: CIF Shanghai Seaport, P. R. China

2.對投標人的資格、業(yè)績及證書要求：

Requirements for Qualification，reference and Classification of Bidder:

 （1）資格要求

Requirements for Qualification of Bidder

A 獨立法人資格：如果投標人為境內注冊公司，需提供有效的營業(yè)執(zhí)照（具備獨立法人資格）、一般納稅人證明/稅務登記證、組織機構代碼證復印件，并加蓋公章；如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。

If the bidder is a domestically registered company, it is required to provide a valid business license (with independent legal person status), general taxpayer certificate/tax registration certificate, a copy of the organization code certificate, and affix the official seal ; if the bidder is an overseas registered company, a valid company registration certificate is required.

B 代理商要求：如果投標人是授權代理商，必須滿足以下全部條件：1）制造商的銷售方式為銷售代理或分銷制；或者制造商在特定區(qū)域、行業(yè)有獨家或指定的代理。投標人應在投標文件中提供相應的證明文件。

2）代理商應提供制造商同意其在本次投標中提供該貨物的正式授權書。

The bidder shall be the manufacturer or authorized agent of the bidded goods. If the bidder is the authorized agent, all the following requirements must be met: 1） The manufacturer's sales mode is sales agent or distribution system; or the manufacturer has exclusive or designated agent in the specific region or industry field. The Bidder shall provide corresponding supporting documents in the bidding document.

2）The agent shall provide the Letter of Authority from manufacturer to agree to bid the goods in this Bid.

C 質量認證要求：投標人應提供貨物制造商的有效期內的ISO9001（GB/T19001）質量體系認證證書。

The bidder shall provide the certificate of ISO9001（GB/T19001） Quality Management System Certification in the validity period of the goods manufacturer.

D 證書要求：投標人應提供閥門制造商以下三類有效認證證書復印件，所有證書認證的制造商名稱應與其所提供業(yè)績的制造商、此次投標貨物的制造商一致。

The bidder shall provide copies of the three type certifications of the manufacturer when bidding. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods:

1) 強制性檢驗證書：國內制造商（包括國外品牌在國內生產(chǎn)的廠商）應具有TS證書（特種設備制造許可證）和覆蓋投標產(chǎn)品范圍的TSX證書（特種設備型式試驗證書）；國外生產(chǎn)的有原產(chǎn)地證明的制造商應具有覆蓋投標產(chǎn)品范圍的TSX證書（特種設備型式試驗證書）；

Compulsory inspection certificate：Domestic manufacturers (including manufacturers of foreign brands produced in China) should hA/Ve TS Certificate (special equipment manufacturing license) and TSX Certificate (special equipment type test certificate) covering the scope of bidding products; Manufacturers with certificate of origin produced abroad shall hA/Ve TSX Certificate (type test certificate of special equipment) covering the scope of bidding products.

2) 防火認證證書：制造商應具有國際或國內認證機構頒發(fā)的覆蓋投標產(chǎn)品范圍的API607或API6FA或ISO10497或同等標準的防火證書，并附相應的測試報告；

Fire safe certification：The manufacturer of compulsory inspection certificate shall hA/Ve the fire prevention certificate of API 607 or API 6FA or ISO 10497 or equivalent standards covering the scope of bidding products issued by international or domestic certification institutions, and attach the corresponding test report.

3) 低泄漏認證證書：閥門必須具備可靠的外密封性能，應至少達到ISO 15848-1的要求，投標時提供能夠覆蓋本次招標范圍的閥門類型、溫度、口徑及磅級的ISO 15848 PART 1證書，并附相應的測試報告。

Leakage certification：The valve must hA/Ve reliable external sealing performance and at least meet the requirements of ISO 15848-1. When bidding, ISO 15848 Part 1 certificate covering the valve type, temperature, diameter and pound level within the scope of this bidding shall be provided, and the corresponding test report shall be attached.

E 產(chǎn)地要求：閥門原產(chǎn)地應為閥門制造商原始商標注冊地所在國，閥門生產(chǎn)應為非分廠生產(chǎn)。買方絕對不允許供貨商貼牌代工。交貨是須提供閥門原產(chǎn)地證書。

The origin of the valve shall be the country where the original trademark of the valve manufacturer is registered, and the production of the valve shall be non branch production. The buyer absolutely does not allow suppliers to OEM. Certificate of Origin for valve must be provided on delivery

 （2）業(yè)績要求：

References and Qualification requirement:

2012年1月1日至投標截止日（簽約時間），投標人所投工藝低溫蝶閥應在中國境內具有不少于2個LNG接收站項目或具有接收站性質的（對船運液化天然氣進行接收、儲存、氣化和外輸?shù)茸鳂I(yè)的場站（見GB51156-2015《液化天然氣接收站工程設計規(guī)范》第2.0.2條））調峰站項目的供貨業(yè)績（要求2個項目業(yè)績，同一項目提供多個合同視為一個業(yè)績）。且其中至少1個業(yè)績合同同時包括如下內容：1）低溫蝶閥數(shù)量不少于5臺（套），且2）含有1臺36寸及以上且磅級不少于150磅的低溫蝶閥。

From January 1, 2012 to the bid deadline(signing time) , the bidder's products should hA/Ve no less than  2 LNG receiving terminal project or hA/Ve the nature of receiving project (for receiving, storing, gasification and transporting shipping liquefied natural gas by GB51156-2015, article 2.0.2)performance of cryogenic butterfly valves（two projects are required and multiple contracts for the same project are regarded as one performance）. And at least one performance contract includes the following: ① The number of cryogenic butterfly valves shall not be less than 5 sets at least; ② At least contains a 36" and above and not less than 150LB cryogenic butterfly valve.  

投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件同時具有以下2種：

1） 無價銷售合同影印件（含相關技術附件）和

2） 用戶出具的到貨驗收文件。

投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內容：合同簽署時間、項目名稱、貨物名稱（工藝低溫蝶閥）、供貨數(shù)量、口徑及磅級、制造商名稱、用戶出具的到貨驗收文件。如提供的是調峰站業(yè)績，投標人還需提供調峰站具備對船運液化天然氣進行接收、儲存、氣化和外輸?shù)认嚓P功能的證明材料，證明材料通過國家發(fā)改委、省級發(fā)改委、政府網(wǎng)站、項目業(yè)主官網(wǎng)等官方網(wǎng)站查詢，以加蓋公章的截圖形式提供。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績。

本次投標的產(chǎn)品型號、品牌必須與上述業(yè)績的產(chǎn)品一致。

Bidders must submit the performance form in the prescribed format and submit relevant performance certification documents. The performance certification documents hA/Ve the following two types at the same time:

1) Photocopy of priceless sales contract (including relevant technical accessories) and

2) Delivery and acceptance documents issued by user .

The performance certificate submitted by the bidder must at least reflect the following: the contract signing time, the project name, the name of the goods (cryogenic butterfly valve) , the quantity of the goods supplied, the caliber and weight class, the name of the origin and manufacturer, the arrival and acceptance documents issued by the user. Failure to submit performance documentation or failure to provide such information in the performance documentation shall be considered invalid performance. If the performance of the peak shA/Ving station is provided, the tenderer shall provide the peak shA/Ving station with the relevant functions of receiving, storing, gasification and exporting the liquefied natural gas, the documents were obtained from the National Development and Reform Commission, the Provincial Development and Reform Commission, the government website, the project owner's website and other official websites, and provided to the tenderers in the form of screenshots stamped with official seals.

The product model and brand of this bid must be consistent with the above-mentioned products with successful application performance.

3. 有興趣的投標人可通過以下方式獲取招標文件：從2022年11月9日開始至2022年11月16日止，請登錄中國海洋石油總公司采辦業(yè)務管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為200元人民幣或35美元，售后不退。如未在系統(tǒng)中 另外，投標人還需要在 （ cbjywebframeup/bigfiledown.jsp?foldGuid=22690c0f-1dcd-4ba7-bf6a-b8d27a4d04da&contentType=pdf&filePath=%257E%252FAttachStorage%252F202209%252FPBBF001%252F0489a643-a813-4823-8bfe-f482d3138e24%252F22690c0f-1dcd-4ba7-bf6a-b8d27a4d04da.pdf&file%25E8%25AF%2584%25E6%25A0%2587%25E5%258A%259E%25E6%25B3%2595.pdf" title="評標辦法.pdf">評標辦法.pdf
