1.中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油寧波大榭石化 （以下稱為“招標(biāo)人”）委托，就大榭石化餾分油五期項目催化裝置脫甲烷塔回流泵進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co. Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase Reflux Pump For Demethanation Tower Of Catalytic Plant of Daxie Distillate Oil Phase V Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

Quantity: Two sets

規(guī)格：額定流量 41.44m3/h；揚(yáng)程：130m；工作溫度-98.36℃

Specifications: Rated flow rate is 41.44m3/h; Head is 130m; Operating temperature is -98.36℃.

交貨期Delivery Schedule:

境內(nèi)貨物：合同簽訂后72周（貨到項目現(xiàn)場時間）

For goods within the PRC customs territory: within 72 weeks after signing the contract (arrival date to the jobsite)

境外貨物:合同簽訂后70周（提單發(fā)貨時間）

For goods outside the PRC customs territory: within 70 weeks after signing the contract (departure date on the Bill of Lading)

交貨地點Destination of delivery：

境內(nèi)貨物：大榭項目現(xiàn)場

For goods within the PRC customs territory: Project Site in Daxie

境外貨物：CIF中國寧波港

For goods outside the PRC customs territory: CIF Ningbo Seaport, P. R. China

2.對投標(biāo)人的資格和業(yè)績要求：

Requirements for Qualification and Reference of Bidder:

（1）資格要求

Requirements for Qualification of Bidder:

1.1 投標(biāo)人可為投標(biāo)設(shè)備的制造商或代理商。若投標(biāo)人為代理商，須提供本次投標(biāo)設(shè)備制造商的合法授權(quán)書。

Bidders can be the manufacturers or Agents of the bidding equipment. If the bidder is the Agent, the legal authorization letter from this manufacturer of the bidding equipment must be provided.

1.2 不接受聯(lián)合體投標(biāo)

Consortium bids are not accepted

1.3投標(biāo)人應(yīng)提供貨物制造商的有效期內(nèi)的ISO9001質(zhì)量體系認(rèn)證證書；

The bidder shall provide the certificate of ISO9001 Quality Management System Certification in the validity period of the goods manufacturer;

（2）業(yè)績要求：

Requirements for Bidder's Reference

2012年1月1日至投標(biāo)截止日（簽約時間），投標(biāo)人在中國境內(nèi)烯烴類化工裝置中應(yīng)具有額定流量≥40m3/h，工作溫度低于-90℃，額定揚(yáng)程≥120m，輸送烯烴類介質(zhì)的的立式屏蔽泵供貨業(yè)績。

From January 1, 2012 to the bid deadline（Signing time）, the bidder shall hA/Ve the supply  performance of vertical shielded pumps with rated flow ≥40m3/h, operating temperature lower than -90℃, rated head ≥120m, and conveying olefin medium in the olefin chemical plant in China.

投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件（含相關(guān)技術(shù)附件，并至少體現(xiàn)以下內(nèi)容：合同首頁、簽字頁、合同簽訂日期、貨物名稱(屏蔽泵)、類型（立式）、裝置名稱（烯烴類化工裝置）、介質(zhì)（輸送烯烴類介質(zhì)）、額定流量、工作溫度、額定揚(yáng)程等技術(shù)參數(shù)）和到貨驗收證明材料。

未提交業(yè)績證明文件，或所提供的業(yè)績證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績。

Bidder shall furnish Reference List in the given form, and provide corresponding documentary evidence. The documentary evidence of performance shall include but not limited to: copy of sales contract  (including related technology, and at least the following contents: the contract home page and signature page, the contract signing date, name of goods (shielding pump), type (vertical), device name (olefin chemical plant), medium (olefin medium), rated flow and working technology parameters such as temperature, rated head), and evidence of the receipt acceptance.

If no documentary evidence furnished, or documentary evidence furnished cannot demonstrate the above information, the relevant reference shall be deemed invalid.

3.有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2022年11月7日開始至2022年11月14日止，請登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊（免費），注冊成功后，方可 購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價為200元人民幣或30美元，售后不退。如未在系統(tǒng)中

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from November 7, 2022 to November 14, 2022. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB200.00 or USD 30.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

4.投標(biāo)文件遞交截止時間和 此時間后收到的投標(biāo)文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R. China at or before 9:30 am (Beijing Time) on November 29, 2022. Any bid beyond the required time and date shall be subject for rejection.
