1.中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油寧波大榭石化 （以下稱為“招標(biāo)人”）委托，就大榭石化餾分油五期項(xiàng)目45萬噸/年聚丙烯裝置2套催化劑計(jì)量單元進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co. Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase Two Sets of Catalyst Metering Unit of 450 Kt/a Polypropylene Plant of Daxie Distillate Oil Phase V Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

境內(nèi)貨物：合同簽訂后56周（貨到項(xiàng)目現(xiàn)場時(shí)間）

For goods within the PRC customs territory: within 56 weeks after signing the contract (arrival date to the jobsite)

境外貨物:合同簽訂后54周（提單發(fā)貨時(shí)間）

For goods outside the PRC customs territory: within 54 weeks after signing the contract (departure date on the Bill of Lading)

交貨地點(diǎn)Destination of delivery：

境內(nèi)貨物：大榭項(xiàng)目現(xiàn)場

For goods within the PRC customs territory: Project Site in Daxie

境外貨物：CIF中國寧波港

For goods outside the PRC customs territory: CIF Ningbo Seaport, P. R. China

2.對投標(biāo)人的資格和業(yè)績要求：

Requirements for Qualification and Reference of Bidder:

（1）資格要求

  Requirements for Qualification of Bidder:

1.1 投標(biāo)人可為投標(biāo)設(shè)備的制造商或代理商。若投標(biāo)人為代理商，須提供本次投標(biāo)設(shè)備制造商的合法授權(quán)書。

Bidders can be the manufacturers or Agents of the bidding equipment. If the bidder is the Agent, the legal authorization letter from the manufacturer of this bidding equipment must be provided.

1.2 不接受聯(lián)合體投標(biāo)

Consortium bids are not accepted

（2）業(yè)績要求：

Requirements for Bidder's Reference

自2017年1月1日至投標(biāo)截止日（簽約時(shí)間），投標(biāo)設(shè)備要具備2臺套催化劑計(jì)量單元在聚丙烯裝置的供貨業(yè)績。

From January 1, 2017 to the bid deadline（Signing Time），The bidding equipment shall hA/Ve two sets supply reference of Catalyst Metering Units of the Polypropylene Plant,

投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件（含相關(guān)技術(shù)附件，并至少體現(xiàn)以下內(nèi)容：合同首頁、簽字頁、合同簽署時(shí)間、貨物名稱、供貨數(shù)量、裝置名稱）和到貨驗(yàn)收證明材料。

未提交業(yè)績證明文件，或所提供的業(yè)績證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績。

Bidder shall furnish Reference List in the given form, and provide corresponding documentary evidence. The documentary evidence of performance shall include but not limited to: copy of sales contract (including relevant technical attachments, and the first and signature page of Contract, the date of conract signing, reflecting the name and quantity of the goods and Unit name,), and evidence of the receipt acceptance.

If no documentary evidence furnished, or documentary evidence furnished cannot demonstrate the above information, the relevant reference shall be deemed invalid.

3.有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2022年10月20日開始至2022年10月27日止，請登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊（免費(fèi)），注冊成功后，方可 購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為200元人民幣或30美元，售后不退。如未在系統(tǒng)中

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from October 20, 2022 to October 27, 2022. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB200.00 or USD 30.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

4.投標(biāo)文件遞交截止時(shí)間和 此時(shí)間后收到的投標(biāo)文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R. China at or before 9:30 am (Beijing Time) on November 10, 2022. Any bid beyond the required time and date shall be subject for rejection.
