To promote the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, further improve the international influence of Guangzhou, reshape the vitality of Guangzhou Baiyun District former airport area with high starting point, high-standard requirements, high level construction, lead the urban regional innovation demonstration, the China Southern Airlines Co., LTD. has commissioned Guangzhou China Southern Airlines Engineering Supervision Co., LTD. to work on the International Competition for Conceptual Planning of Guangzhou International A/Viation Industry Science and Technology Innovation City Project. We sincerely invite the first-class conceptual planning team at home and abroad to actively participate and improve the urban function and living environment of Guangzhou with the international vision and the latest concept, promote the high-quality sustainable development with high-quality spatial layout, and jointly build the beautiful livable flower city and dynamic global city.
一、項(xiàng)目背景
I. Project background
廣州國(guó)際航空產(chǎn)業(yè)科技創(chuàng)新城項(xiàng)目，選址位于廣州市白云區(qū)老白云機(jī)場(chǎng)地塊范圍內(nèi)（含火車站南航酒店地塊），總用地面積約450畝，總投資額約200億，旨在依托南航自由的產(chǎn)業(yè)資源，導(dǎo)入航空創(chuàng)新產(chǎn)業(yè)，承接復(fù)合功能業(yè)態(tài)，營(yíng)造產(chǎn)研居一體的高品質(zhì)空間，吸引高端人才入駐，打造成為全國(guó)航空產(chǎn)業(yè)新引擎、大灣區(qū)城市更新新典范和廣州城市形象新地標(biāo)。
Guangzhou International A/Viation Industry Science and Technology Innovation City Project is located in Guangzhou Baiyun District within the scope of the former Baiyun Airport plot (including the ChinaSouthern Airline Railway Station Hotel), with a total land area of 450 mu, total investment of about 20 billion yuan. The project aims to rely on the free industrial resources of China Southern Airlines, introduce A/Viation industry innovation, bridge composite functions, build high-quality space which integrates production, research and living, attract top talents, and become a new engine of China’s A/Viation industry, a model of updates in the Guangdong-Hong Kong-Macao Greater Bay Area, and a new landmark of Guangzhou.
二、概念規(guī)劃范圍及工作內(nèi)容
II. Scope and contents of work of conceptual planning
(一) 本次概念規(guī)劃范圍
(1) Scope of the conceptual planning
廣州市白云區(qū)老白云機(jī)場(chǎng)地塊范圍內(nèi)（含火車站南航酒店地塊），東至云城東路，南至飛翔公園，西至機(jī)場(chǎng)路，北至齊心路。總用地面積約450畝，詳見(jiàn)附件4、附件5范圍示意圖。
Within the former Baiyun Airport plot in Baiyun District, Guangzhou city (including the China Southern Airline Railway Station Hotel plot), it reaches East Yuncheng Road in the east, Feixiang Park in the south, Airport Road in the west and Qixin Road in the north. The total land area is about 450 mu. Please refer to Appendix 4 and 5 for land schematics.
（二）第一名競(jìng)賽人工作內(nèi)容
(2) Contents of work of conceptual planning
完成調(diào)規(guī)前的概念規(guī)劃方案，包括但不限于：綜合各優(yōu)秀競(jìng)賽方案及評(píng)審意見(jiàn)、根據(jù)政府部門及建設(shè)單位要求進(jìn)行概念規(guī)劃方案深化，完成整體概念策劃，在過(guò)程中配合建設(shè)單位同政府溝通，編制溝通方案，并最終完成廣州國(guó)際航空產(chǎn)業(yè)科技創(chuàng)新城概念規(guī)劃方案。對(duì)控規(guī)調(diào)整方案編制單位進(jìn)行方案交底、方案審核與提供修改意見(jiàn)等配合服務(wù)，并對(duì)本項(xiàng)目后續(xù)設(shè)計(jì)工作進(jìn)行指導(dǎo)。工作分概念規(guī)劃方案競(jìng)賽和深化方案兩個(gè)階段，具體內(nèi)容詳見(jiàn)資格預(yù)審文件正文。
Complete the conceptual planning before rule adjustments, including but not limited to: conduct conceptual planning deepening according to the requirements of government departments and the construction unit and taking into consideration all excellent competition plans and evaluation opinions, complete the overall conceptual planning, cooperate with the construction unit with the government in the process of communication, prepare communication schemes, and finally complete the conceptual planning of Guangzhou International A/Viation Industry Science and Technology Innovation City Project. Provide supporting services such as plan disclosure, plan review and modification advice to the formulation entity of the control regulation adjustment scheme, and provide guidance for the follow-up design work of the project. The project is divided into two stages: conceptual planning competition stage and plan deepening stage. The work cycle and specific contents are detailed in the body of the prequalification document.
三、競(jìng)賽申請(qǐng)人資格要求
III. Qualification requirements of competition applicants
（一）競(jìng)賽申請(qǐng)人具有獨(dú)立法人資格（包括在中國(guó)境內(nèi)(含港澳臺(tái)地區(qū))、境外依法注冊(cè)的企業(yè)法人），且合法存續(xù)，沒(méi)有處于被吊銷營(yíng)業(yè)執(zhí)照、責(zé)令關(guān)閉或者被撤銷等不良狀態(tài)。
(1) The applicant is an independent legal representative (including enterprise legal representatives legally registered in China, including Hong Kong, Macao and Taiwan, as well as overseas), and is legally existing. It shall not be in a poor state of hA/Ving its business license cancelled, being ordered to close or being revoked.
（二）競(jìng)賽申請(qǐng)人須具有相應(yīng)的城鄉(xiāng)規(guī)劃設(shè)計(jì)經(jīng)驗(yàn)與相關(guān)業(yè)績(jī)，須至少提供2010年1月1日起至報(bào)名截止時(shí)間止已完成國(guó)際或國(guó)內(nèi)代表性城市的市區(qū)項(xiàng)目概念規(guī)劃方案且已實(shí)施的項(xiàng)目相關(guān)業(yè)績(jī)一項(xiàng)。
(2) The applicant shall hA/Ve relevant planning and design experience and performance and shall at least provide his or her urban project conceptual plan of a representative international or domestic city which has been implemented from January 1, 2010 to the deadline for application.
【注】：已完成概念規(guī)劃且已實(shí)施項(xiàng)目，須提供其合同關(guān)鍵頁(yè)復(fù)印件或成果文件關(guān)鍵頁(yè)復(fù)印件或其他證明文件，能反映項(xiàng)目類型、時(shí)間、地點(diǎn)、規(guī)模、特點(diǎn)等情況；可采用包括但不限于已竣工建筑物（或園區(qū)或片區(qū)）或正在建設(shè)中項(xiàng)目的實(shí)景照片或第三方網(wǎng)頁(yè)截圖、政府批準(zhǔn)項(xiàng)目文件或公示的網(wǎng)頁(yè)截圖或其他可證明的材料來(lái)證明競(jìng)賽申請(qǐng)人規(guī)劃且已實(shí)施項(xiàng)目；如無(wú)證明材料支持則無(wú)效；境內(nèi)單位各項(xiàng)資料應(yīng)加蓋其公章和由法定代表人或授權(quán)代表的簽字，境外、中國(guó)港澳臺(tái)地區(qū)單位各項(xiàng)資料須根據(jù)其司法轄區(qū)的法律規(guī)定簽章或簽名。以聯(lián)合體報(bào)名參賽的，可由聯(lián)合體主體單位簽字或蓋章。
【Note】: for conceptual planning projects that hA/Ve been implemented, the applicant shall provide supporting documents such as key pages of the relevant contract or outcome document etc., which reflect such information as project type, duration, location, scale, features and so on. The relevant evidential documents include but are not limited to real-world photos or third-party web page screenshots of the building (or park/zone) which has been completed or is under construction, project approval documents issued by the government, screenshots of publicity web pages or other supporting documents, so as to prove that the applicant has planned and implemented such project. Applications not supplemented with such supporting documents are deemed invalid. Entities in mainland China shall affix to all documents the official seal of the competition applicant and the signature of the legal representative or authorized representative. Overseas entities and entities from Hong Kong, Macao and Taiwan of China shall affix their seals or signatures in accordance with the laws and regulations of their jurisdictions. For applications as consortiums, the leading entity of the consortium shall affix its signatures or seal.
（三）單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得同時(shí)報(bào)名參與本競(jìng)賽項(xiàng)目。
(3) If the person in charge of the entity is the same person or different entities with shareholding and management relations, they shall not sign up for the competition project at the same time.
（四）本次國(guó)際競(jìng)賽不接受以個(gè)人名義參與報(bào)名。
(4) Individual entries are not accepted in this international competition.
（五）本次國(guó)際競(jìng)賽接受聯(lián)合體報(bào)名。組成聯(lián)合體的單位不得超過(guò) 2 家，須按要求提交聯(lián)合體參賽協(xié)議書，且以聯(lián)合體的形式報(bào)名參賽的各聯(lián)合體成員均應(yīng)滿足上述（一）~（四）要求。
(5) The international competition accepts the application of consortiums. There shall be no more than 2 entities in one consortium, and an Competition Participation Agreement for Consortiums shall be submitted as required, and the members of the consortium who sign up for the competition in the form of consortium shall meet the above (1)-(4) requirements.
【注】
以聯(lián)合體形式參與的，須提交共同簽署的聯(lián)合體參賽協(xié)議書原件，并明確聯(lián)合體主體單位。聯(lián)合體雙方不得再單獨(dú)或與其他概念規(guī)劃?rùn)C(jī)構(gòu)（或單位）組成聯(lián)合體參與本次國(guó)際競(jìng)賽報(bào)名。
【Note】
In case of participation in the form of consortium, the original Competition Participation Agreement for Consortiums shall be signed by all entities involved, and the leading entity of the consortium shall be clearly specified. Neither entity of the consortium shall apply by itself nor form a consortium with other conceptual planning entities to participate in the application of this international competition.
四、正式競(jìng)賽人的確定及補(bǔ)償方案
IV. Determination of official competitors and reimbursement plan
（一）競(jìng)賽召集人組建資格審查委員會(huì)，在報(bào)名截止后組織資格審查。資格審查委員會(huì)通過(guò)綜合審查競(jìng)賽申請(qǐng)人提交的競(jìng)賽申請(qǐng)文件，確定不超過(guò)6家（含）的正式競(jìng)賽候選人，經(jīng)競(jìng)賽召集人審批確定正式競(jìng)賽人。正式競(jìng)賽人購(gòu)買競(jìng)賽文件，編制并按照規(guī)定時(shí)間提交參賽文件。
(1) The convenor of the competition shall form a qualification review committee to conduct qualification review after the deadline for application. The Qualification Review Committee shall, through comprehensive review of the competition application documents submitted by the competition applicant, determine no more than 6 (including) candidates for the formal competition, and determine the official competitors upon review and approval by the competition convenor. The official competitors shall purchase the competition documents, prepare and submit the competition documents before the prescribed deadline.
（二）概念規(guī)劃方案競(jìng)賽成果獎(jiǎng)勵(lì)或補(bǔ)償：
(2) Reward or reimbursement for the results of the Conceptual Planning Competition:
在方案競(jìng)賽階段，競(jìng)賽召集人組建的評(píng)審委員會(huì)對(duì)每個(gè)競(jìng)賽人提交的參賽文件進(jìn)行評(píng)審、排名：
In the planning competition stage, a review committee formed by the competition convenor will review and rank the documents submitted by each competitor:
A．給予排名第一的競(jìng)賽人參賽方案獎(jiǎng)勵(lì)及深化整合費(fèi)用（含競(jìng)賽服務(wù)費(fèi)）合計(jì)RMB4,500,000.00元（大寫：人民幣肆佰伍拾萬(wàn)元整）（含稅）。
A. The champion will be awarded the competition plan reward and deepening integration fee (including the competition service fee), totaling RMB 4,500,000.00 yuan (In the capital form of a Chinese numeral: RMB four million and five hundred thousand yuan only) (tax included).
B．給予排名第二名、第三名的競(jìng)賽人補(bǔ)償金各RMB1，000,000.00元（大寫：人民幣壹佰萬(wàn)元整）（含稅）。
B. The runner-up and the third runner-up will be reimbursed RMB 1,000,000.00 yuan (In the capital form of a Chinese numeral: RMB one million yuan only) (tax included).
C．給予排名第四名～第六名的競(jìng)賽人補(bǔ)償金各RMB500,000.00元（大寫：人民幣伍拾萬(wàn)元整）（含稅）。
C. A reimbursement of RMB 500,000.00 yuan (In the capital form of a Chinese numeral: RMB five hundred thousand yuan only) (tax included) will be given to the 4th~6th place competitors.

1）上述參賽方案獎(jiǎng)勵(lì)及深化整合費(fèi)用和補(bǔ)償金均由競(jìng)賽召集人中國(guó)南方航空股份 支付。
1) The rewards for competition plans and deepening integration fees and reimbursements will be paid by the competition convenor, China Southern Airlines Co., LTD.
2）第一名競(jìng)賽人參賽方案獎(jiǎng)勵(lì)及深化整合費(fèi)用包含后續(xù)方案深化、協(xié)助建設(shè)單位完成調(diào)規(guī)等相關(guān)工作（見(jiàn)本公告第二條工作內(nèi)容）的工作費(fèi)用和本次競(jìng)賽服務(wù)費(fèi)。
2) The reward for competition plans and deepening integration fee of the champion of the competition will include costs for work such as subsequent plan deepening and assisting the construction unit in the rule adjustment etc. (see Section II of this Notice: Contents of Work), as well as the competition service fee.
第一名競(jìng)賽人在正式競(jìng)賽結(jié)果公示結(jié)束之日起5個(gè)工作日內(nèi)向競(jìng)賽代理機(jī)構(gòu)一次性支付競(jìng)賽服務(wù)費(fèi)RMB60,500.00元（大寫：人民幣陸萬(wàn)零伍佰元整）。
The champion shall pay the competition service fee of RMB 60,500.00 (RMB sixty thousand and five hundred yuan only) to the competition agency in a lump sum within 5 working days after the official competition result announcement.
3）本次競(jìng)賽正式競(jìng)賽人參賽方案知識(shí)產(chǎn)權(quán)條款見(jiàn)本公告第八條。
3) For the clauses of the intellectual property rights of the applicants’ competition plan, please refer to Section 8 of this notice.
4）報(bào)名但未成為正式競(jìng)賽人的，不獲得競(jìng)賽補(bǔ)償金；或成為正式競(jìng)賽人但未參與方案競(jìng)賽的，不獲得競(jìng)賽補(bǔ)償金。
4) Those who register but do not become official competitors will not receive the competition reimbursement. Those who become official competitors but do not participate in the planning competition will not receive the competition reimbursement.
5）經(jīng)方案競(jìng)賽階段評(píng)審委員會(huì)評(píng)審后認(rèn)為未滿足競(jìng)賽要求的方案，競(jìng)賽人不能獲得競(jìng)賽補(bǔ)償金。
5) If the plan fails to meet the requirements of the competition after being reviewed by the planning competition evaluation committee, the competitor shall not receive the competition reimbursement.
五、競(jìng)賽報(bào)名
V. Competition application
（一）報(bào)名時(shí)間
(1) Application time
凡符合報(bào)名條件并有意向參加本次競(jìng)賽的單位，請(qǐng)于2020年7月20日9:00-2020年7月29日17:00期間報(bào)名。逾期報(bào)名，概不受理。
For eligible entities interested in participating in this competition, please register between 9 a.m., July 20, 2020 and 5 p.m., July 29, 2020. Late application submission shall not be accepted.
（二）報(bào)名方式

方式一：競(jìng)賽申請(qǐng)人須在報(bào)名時(shí)間截止前將報(bào)名文件郵寄到或直接送到以下報(bào)名 Method 1: Applicants are required to mail or send the application documents directly to the following application address before the deadline.
