二、申請的資格要求

投標人應當具備下列條件:

Bidders shall satisfy the following conditions:

(1)投標人應為在中國境外合法設立的律師事務所(含在港澳臺地區注冊的律師事務所)。投標人不得以其駐華代表機構的名義投標,但可通過其駐華代表機構辦理相關事宜;

(1) Bidders shall be law firms legally established outside the territory of China (including law firms registered in the Hong Kong Special Administrative Region, the Macao Special Administrative Region, or the Taiwan Region). A bidder shall not submit its bid in the name of its representative office in China, but can deal with relevant matters through its representative office;

(2)具有良好的商業信譽和健全的財務會計制度;

(2) Having a good business reputation and sound financial and accounting systems;

(3)具有承辦委托法律服務事項的團隊和能力;

(3) Having a team with the ability to undertake the entrusted legal services

(4)已購買本項目招標文件。

(4) Having bought the bidding document for this project.

三、招標文件的獲取方法

投標人在平臺下載投標文件編制軟件進行投標文件編制,投標文件編制完成后,使用CA進行投標文件的加蓋簽章,并將加蓋簽章的投標文件加密導出后上傳,最后使用CA進行開標截止時間后的解密。

Bidders should download their bidding document software on the platform, and prepare their bids. All the bids should be sealed using CA, encrypted, exported and uploaded; and the bids should be decrypted after the bid opening deadline.

本項目將通過中國通用招標網(www.china-tender.com.cn)電子招標平臺(以下簡稱“本平臺”)進行網上全流程招投標,有意向的投標人須在平臺注冊后辦理CA電子證書。辦理CA電子證書后,也可以使用CA電子證書參加在本平臺進行的其他全流程招投標項目,因其他項目辦理過本平臺CA鎖的,如CA鎖還在有效期內,則可直接使用。

The whole-process bidding will be conducted online through the electronic bidding platform of China General Tendering Website (www.china-tender.com.cn) (hereinafter referred to as the "Platform"). Interested bidders shall apply for an e-certificate(CA)after registration on the platform, which is also applicable in other whole-process bidding projects on the platform. If a CA lock is required in other projects, this CA lock, if valid, is applicable.

3)售價:投標人可選擇按項目或按年度辦理,選擇按項目辦理的費用為500元人民幣或80美元或70歐元;選擇按年度辦理的,費用為800元人民幣或110美元或100歐元,可在有效期內參與平臺的其他全電子項目,售后不退

3) Price: Bidders can choose to process on a project-by-project or year-by-year basis. The cost is CNY500 or USD80 or EUR70 if they choose to process on a project-by-project basis; or CNY800 or USD110 or EUR100 if they choose to process on a year-by-year basis. VI. Other supplementary matters

1.政府采購政策:(不適用)1. The government's procurement policy: (not applicable).

(1)鼓勵節能政策:在技術、服務等指標同等條件下,優先采購屬于國家公布的節能品目清單中產品。      (1) Policy of encouraging energy conservation: under the same conditions of technology and service, the products in the list of energy-saving items published by the state shall be preferentially purchased.

(2)鼓勵環保政策:在性能、技術、服務等指標同等條件下,優先采購國家公布的環保產品品目清單中的產品。     (2) Policy of encouraging environmental protection: under the same conditions of performance, technology and service, give priority to purchasing products in the list of environmental protection products published by the state.

(3)扶持中小企業政策:貨物和服務項目評審時小型和微型企業產品享受10%的價格折扣,用扣除后的價格參加評審;工程項目評審時小型和微型企業在采用原報價進行評分的基礎上增加其價格得分的3%。     (3) Policy of supporting small and medium-sized enterprises: when evaluating goods and services items, products from small and micro enterprises shall enjoy a price discount of 6%, and shall participate in the evaluation with the deducted price; during the project evaluation, on the basis of adopting the original quotation for scoring, scoring of small and micro enterprises shall be increased by 3% of the price scores.

(4)投標產品不得為進口產品。(4) The bidding products shall not be imported products.

(5)本項目鼓勵節能產品、環保產品和中小企業投標(監獄企業、殘疾人福利性單位視同小型、微型企業)的具體辦法詳見第三章評標辦法。與第三章評標辦法內容不一致的,以第三章評標辦法規定為準。     (5) For specific measures for encouraging bidding of energy-saving products, environmental protection products and small and medium-sized enterprises in this project (prison enterprises and welfare units for the disabled are regarded as small and micro enterprises), please refer to Chapter III Bid Evaluation Measures for details. In case of any inconsistency with the contents of Chapter III Bid Evaluation Measures, the provisions of Chapter III Measures shall prevail.
