中化建國際招標有限責任公司（以下稱為“招標代理機構(gòu)”）受中海石油（中國）有限公司天津分公司（以下稱為“招標人”）委托，就渤中26-6油田開發(fā)（一期）鉆完井項目電子壓力計及服務項目所需部分貨物及相關(guān)服務進行國際公開招標。現(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited, Tianjin Branch (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the BoZhong 26-6 Oilfield Development (Phase I) Drilling And Completion Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標條件（Bidding Conditions）
項目概況：渤中26-6油田開發(fā)（一期）鉆完井項目設計12口井下入井下電子壓力計，監(jiān)測井下壓力和溫度變化，實際招標數(shù)量可能根據(jù)項目實施情況進行調(diào)整。
Project Summary：The drilling and completion project of Bozhong 26-6 Oilfield development (Phase I) is designed with 12 electronic pressure gauges to monitor downhole pressure and temperature changes, and the actual number of Goods and services may be adjusted according to the implementation of the project.
資金到位或資金來源落實情況：已落實。

2. 招標內(nèi)容（Bidding Contents）
貨物名稱：渤中26-6油田開發(fā)（一期）鉆完井項目電子壓力計及服務
Name of Goods: BoZhong 26-6 Oilfield Development (Phase I) Drilling And Completion Project Downhole Electronic Pressure Gauge and Services
數(shù)量：預計12套

主要技術(shù)規(guī)格：
1.★壓力等級：電子壓力計壓力等級≥10000psi，壓力計電纜壓力等級≥10000psi。
2.★溫度等級：電子壓力計溫度等級≥180℃，壓力計電纜溫度等級≥180℃。（溫度等級是指長期生產(chǎn)條件下電子壓力計及電纜所能承受的最大井液溫度）
3.★材質(zhì)要求：電子壓力計及托筒與井筒流體接觸材料材質(zhì)不低于超級13Cr，適用于CO2分壓4.78~5.00MPa、H2S分壓0.052~0.60psi的井筒環(huán)境。
Main Specifications:
1. ★ Pressure Rating: The pressure rating of the electronic pressure gauge shall be ≥ 10,000 psi, and the pressure rating of the pressure gauge cable shall be ≥ 10,000 psi.
2. ★ Temperature Rating: The temperature rating of the electronic pressure gauge shall be ≥ 180°C, and the temperature rating of the pressure gauge cable shall be ≥ 180°C. (The temperature rating refers to the maximum well fluid temperature that the electronic pressure gauge and cable can withstand under long-term production conditions.)
3. ★ Material Requirements: The materials for the electronic pressure gauge and mandrel in contact with wellbore fluids shall be no less than Super 13Cr, suitable for wellbore environments with CO2 partial pressure of4.78~5.00MPa and H2S partial pressure of 0.052~0.60psi.

從中華人民共和國關(guān)境內(nèi)提供的貨物：接到招標人通知后24周內(nèi)，具體交貨日期以招標人書面通知為準（貨到項目現(xiàn)場時間）For goods offered from within PRC customs territory:within 24 weeks from the date of notification by the Tenderee, and the specific delivery date shall be subject to the written notification of the Tenderee(arrival date to the job site)
從中華人民共和國關(guān)境外提供的貨物: 接到招標人通知后22周內(nèi)，具體交貨日期以招標人書面通知為準（貨到指定港口時間）
For goods offered from outside PRC customs territory: 22 weeks after being noticed by the Tenderee, and the specific delivery date shall be subject to the written notice of the Tenderee(arrival date to the port)
交貨地點Destination of delivery：
從中華人民共和國關(guān)境內(nèi)提供的貨物：天津塘沽基地庫房
For goods offered from within PRC customs territory: Warehouse at the Tanggu Base, Tianjin.
從中華人民共和國關(guān)境外提供的貨物: DAP天津機場/天津新港/天津東疆港
For goods offered from outside PRC customs territory: DAP Tianjin airport/ Tianjin Xingang seaport/ Tianjin Dongjiang seaport (INCOTERMS2010)
3. 對投標人的資格和業(yè)績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求 Requirements for Qualification of Bidder
A．★如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B、★投標人所投產(chǎn)品的制造商應通過石油天然氣行業(yè)質(zhì)量管理體系API Spec Q1認證，須同時具備有效的GB/T24001（ISO14001）環(huán)境管理體系認證證書、GB/T28001(OHSAS18001)或GB/T45001 (ISO45001) 職業(yè)健康管理體系認證證書，國內(nèi)認證機構(gòu)簽發(fā)的證書應可在中國國家認證認可監(jiān)督管理委員會網(wǎng)站(http://www.cnca.gov.cn/)核實。如果有國家相關(guān)部門發(fā)布的最新體系標準，以最新體系標準為準。若認證機構(gòu)為國外的，應在投標時提供有效期內(nèi)的API Spec Q1認證證書、GB/T24001（ISO14001）環(huán)境管理體系認證證書、GB/T28001(OHSAS18001)或GB/T45001 (ISO45001) 職業(yè)健康管理體系認證證書。投標時需提供原件掃描件（原件備查）。
B.The manufacturer of the Bid Goods shall have passed the API Spec Q1 certification of the quality management system for the petroleum and natural gas industry, and must also have a valid GB/T24001 (ISO14001) environmental management system certification, GB/T28001 (OHSAS18001) or GB/T45001 (ISO45001) occupational health management system certification. Certificates issued by domestic certification bodies should be available on the website of the China National Certification and Accreditation Administration（ http://www.cnca.gov.cn/ ）Verify. If there are the latest system standards issued by relevant national departments, the latest system standards shall prevail. If the certification body is from abroad, valid API Spec Q1 certification, GB/T24001 (ISO14001) environmental management system certification, GB/T28001 (OHSAS18001) or GB/T45001 (ISO45001) occupational health management system certification should be provided during the bidding process. Provide scanned copies of the original documents in the bidding documents (original documentsfor future reference).
C．★（接受代理）
（1）如果投標人為代理商，投標人應得到貨物制造商同意其在中國提供該貨物的合法唯一授權(quán)；
（2）投標人以其自主制造的貨物參與投標的，不能再將此貨物同時授權(quán)給其他投標人參與投標，否則相關(guān)的所有投標均將被拒絕；
（3）投標人將被授權(quán)的貨物再授權(quán)給其他投標人同時參與投標，相關(guān)的所有投標將被拒絕。
（4）投標貨物為中國境內(nèi)（指海關(guān)關(guān)境內(nèi)，下同）品牌或中國境內(nèi)生產(chǎn)制造的，不接受代理商投標。
（5）投標人應承諾其產(chǎn)品代理授權(quán)證書真實有效。對提供虛假材料騙取中標的，將按照《中華人民共和國招標投標法》第三十三條及《中華人民共和國招標投標法實施條例》第四十二條追究其法律責任。
(1) If the bidder is an agent, the bidder shall obtain the legal and exclusive authorization of the goods manufacturer to provide the goods in China;
(2) If a bidder participates in the bidding with goods manufactured independently, they cannot authorize other bidders to participate in the bidding at the same time, otherwise all related bids will be rejected;
(3) The bidder will re authorize the authorized goods to other bidders and participate in the bidding, and all related bids will be rejected.
(4) If the bidding goods are of a brand within China (referring to customs territory, the same below) or produced and manufactured within China, agents will not be accepted for bidding.
(5) Bidders should undertake that their product agency authorization certificate is genuine and valid. Those who provide false materials to deceive and win the bid will will bear relevant legal responsibilities in accordance with Article 33 of the Tendering and Bidding Law of the People's Republic of China and Article 42 of the Implementation Regulations of the Tendering and Bidding Law of the People's Republic of China.

（2）★業(yè)績要求Requirement for Bidder's reference:
2018年1月1日至投標截止日（以合同簽署時間為準），投標人應具有至少3套整套（電子壓力計、托筒、電纜、接頭以及地面電纜）電子壓力計供貨業(yè)績及配套的下井服務業(yè)績。且供貨業(yè)績和服務業(yè)績不低于本次采辦對電子壓力計壓力等級、溫度等級和材料級別的技術(shù)要求（壓力等級10000psi及以上，溫度等級180℃及以上，材料級別超級13Cr及以上）。如果投標人為代理商，則業(yè)績中電子壓力計與本次所投電子壓力計必須為同一品牌，且須在業(yè)績證明文件中體現(xiàn)。
From Jan 1st, 2018 to the deadline for submission of bids (subject to the time of signing the contract), the bidder shall have at least 3 complete sets of electronic pressure gauges (including contract proof documents and arrival acceptance documents) supply performance and service performance, all meet the technical requirements of pressure rating of 10,000 psi or above, temperature rating of 180°C or above, material grade of super 13Cr or above. If the bidder is an agent, the electronic pressure gauge in the performance must be of the same brand as the electronic pressure gauge in this bid, and must be reflected in the performance documentary evidence.
投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）合同復印件（含相關(guān)技術(shù)附件）；2）貨物合同業(yè)績需提供用戶簽字或蓋章的到貨驗收材料；服務合同業(yè)績需提供用戶簽字或蓋章的服務驗收單。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（應有雙方蓋章）、制造商名稱、貨物名稱、壓力計參數(shù)（壓力等級10000psi及以上，溫度等級180℃及以上，材料級別超級13Cr及以上）及到貨驗收材料和服務驗收單。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of contracts (including relevant technical attachments); and 2) Acceptance documents of arrival of goods signed or sealed by the user, and acceptance documents of services signed or sealed by the user. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, signature page(sealed by both parties), name of manufacturer, name of Goods, name of project, technical requirements of pressure rating of 10,000 psi or above, temperature rating of 180°C or above, material grade of super 13Cr or above and acceptance documents of arrival of goods and acceptance documents of services.
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、壓力計參數(shù)（壓力等級10000psi及以上，溫度等級180℃及以上，材料級別超級13Cr及以上）及到貨驗收材料和服務驗收單的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements of pressure rating of 10,000 psi or above, temperature rating of 180°C or above andacceptance documents of arrival of goods and services, the relevant reference will be deemed invalid.
