中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)）有限公司（以下稱為“招標(biāo)人”）委托，就東方13-2 CEPB平臺(tái)壓縮機(jī)模塊項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Dongfang 13-2 CEPB compressor module Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人應(yīng)具有合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）。
投標(biāo)人為分公司的，應(yīng)具有合法有效的營(yíng)業(yè)執(zhí)照和上級(jí)法人單位授權(quán)書，分公司與上級(jí)法人單位只可一家參與投標(biāo)，同時(shí)參與投標(biāo)的，投標(biāo)均無效；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
A．If the bidder is a domestic registered company, the bidder should have a valid and legal business license, tax registration certificate, and organization code certificate or a business license with a combination of certificates and licenses. When bidding, the bidder must provide a scanned copy of the original document (original for future reference).If the bidder is a subsidiary, they should have a valid and legal business license and an authorization letter from the superior legal entity. Only one subsidiary and the superior legal entity can participate in the bidding. If they participate in the bidding at the same time, the bidding is invalid;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

1) 如投標(biāo)人為代理商，即投標(biāo)人按照合同提供的貨物不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到貨物制造商同意其在中國(guó)為本次投標(biāo)提供該貨物的合法正式授權(quán)。投標(biāo)人將被授權(quán)的貨物再授權(quán)給其他投標(biāo)人同時(shí)參與投標(biāo)的，相關(guān)的所有投標(biāo)將被拒絕。
1）If the bidder is an agent, that is, the goods provided by the bidder according to the contract are not manufactured by the bidder themselves, the bidder should obtain the legal and formal authorization of the goods manufacturer to provide the goods for this bidding in China. If the bidder authorizes the goods to be re authorized to other bidders and participates in the bidding, all related bids will be rejected.

1）泵適合在海上環(huán)境中運(yùn)行，投標(biāo)人應(yīng)承諾自費(fèi)對(duì)所提供的產(chǎn)品進(jìn)行檢驗(yàn)并取得國(guó)家應(yīng)急管理部認(rèn)可的其中一家第三方認(rèn)證機(jī)構(gòu)（ABS/DNV/BV/CCS）的檢驗(yàn)證書。
1）The pumps can run in the offshore environment, and VENDOR shall at his own cost arrange inspection and obtain final certificate of the package from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV and CCS.
（3）業(yè)績(jī)要求Requirement for Bidder's reference:
1）2013年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少兩個(gè)合同往復(fù)泵的供貨業(yè)績(jī)，且滿足介質(zhì)為凝析油，流量不小于31m3/h，出口壓力不低于7250kPaG的技術(shù)要求。投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收證明材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、合同名稱、介質(zhì)、流量和出口壓力的技術(shù)要求及到貨驗(yàn)收材料。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、合同名稱、介質(zhì)、流量和出口壓力的技術(shù)要求及到貨驗(yàn)收證明材料的，均視為無效業(yè)績(jī)。
1) Since Jan. 1st, 2013 to the deadline of bids submission stipulated(The date of signing the contract shall prevail),The manufacturer of the products invested by the bidder shall have at least two sets reciprocating pumps,and meet the technical requirements of the Condensate as medium，capacity no less than 31m3/h,discharge pressure no less than 7250kPaG. The bidder shall furnish reference List in given form for the above-mentioned Requirement for BIDDER's reference, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by VENDOR shall as least demonstrate the content show as follows: contract signing time, name of Manufacturer,name of goods, name of contract ,technical requirements of medium,capacity and discharge pressure, receiving certificate of arrival of goods. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate contract signing time, name of Manufacturer,name of goods, name of contract ,technical requirements of medium,capacity and discharge pressure, receiving certificate of arrival of goods will be deemed invalid.

For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
