中化建國際招標有限責任公司（以下稱為“招標代理機構(gòu)”）受中海石油（中國）東海西湖石油天然氣作業(yè)公司（以下稱為“招標人”）委托，就中海石油（中國）東海西湖石油天然氣作業(yè)公司膨脹增壓機組進行國際公開招標。現(xiàn)邀請投標人對下列貨物和服務(wù)提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Turbo Expander-compressor unit by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

從中華人民共和國關(guān)境外提供的貨物: 2024年9月1日前（DAP抵達寧波港或買方指定的中國其他港口）

3. 對投標人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A. 如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。
The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 國內(nèi)產(chǎn)品不允許代理商投標，境外產(chǎn)品接受代理商投標。境外產(chǎn)品使用代理商投標時，投標人應(yīng)得到本次投標所投產(chǎn)品境外制造商的同意，并提供該產(chǎn)品的合法唯一代理授權(quán)書。
Agents are not allowed to bid for domestic products, and agents are allowed to bid for overseas products.If the bidder is an agent, The bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.
C. 本次采辦的膨脹增壓機組應(yīng)以成橇形式供貨。投標人可自行成撬，也可委托第三方成撬。成撬商須具有有效期內(nèi)的TS證書 ，其中TS證書應(yīng)為GC1級壓力管道設(shè)計許可證及以上資質(zhì)。
The Turbo Expander-compressor unit to be purchased shall be supplied in skid form. Bidders can skid by themselves or entrust a third party to skid. The pry builder shall have the TS certificate within the validity period, among which the TS certificate shall be GC1 class pressure pipeline design license or above.

（2）業(yè)績要求
Requirement for Bidder's reference
投標人所投離心式膨脹增壓機組本體的制造商應(yīng)自2013年1月1日至開標日（以合同簽訂日期為準）至少具有一項用于輕烴回收天然氣處理裝置的離心式膨脹增壓機組供貨業(yè)績，該業(yè)績中天然氣處理量應(yīng)在600×104m3/d及以上（上述輕烴回收天然氣處理裝置指從天然氣中回收乙烷或輕烴凝液的工藝設(shè)施)。
The manufacturer of the centrifugal expansion booster unit body submitted by the bidder shall have at least one supply performance of the centrifugal expansion booster unit for light hydrocarbon recovery natural gas processing unit from January 1, 2013 to the bid opening date (subject to the contract signing date). The natural gas processing capacity in this performance should be 600×104m3/d and above (the light hydrocarbon recovery natural gas processing unit refers to the process facility for recovering ethane or light hydrocarbon condensate from natural gas).
投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（應(yīng)有雙方蓋章）、制造商名稱、貨物名稱、處理量、介質(zhì)及功能，以及到貨驗收材料。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)滿足上述業(yè)績要求的，均視為無效業(yè)績。
The bidder shall submit the performance table in the prescribed format, and submit the relevant performance certification documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (sealed by both parties), manufacturer name, goods name, processing capacity, medium and function, and arrival acceptance materials. Failure to submit performance documentation, or the performance documentation provided cannot reflect that the above performance requirements are met, shall be regarded as invalid performance.
（3）財務(wù)狀況、信譽等要求
Financial status, reputation and other requirements
投標人須提供經(jīng)會計師事務(wù)所或?qū)徲嫏C構(gòu)審計的2020-2022年度財務(wù)會計報表，包括資產(chǎn)負債表、現(xiàn)金流量表、利潤表。投標人的成立時間少于規(guī)定年份的，應(yīng)提供成立以來的財務(wù)狀況表。投標人為分公司的，應(yīng)提供上級法人單位的經(jīng)會計師事務(wù)所或?qū)徲嫏C構(gòu)審計的上述年度財務(wù)會計報表。近三年的財務(wù)指標需同時滿足下述要求：年均凈資產(chǎn)不低于投標金額，年均凈利潤為正。
The bidder shall provide financial statements for 2020-2022 audited by an accounting firm or audit institution, including balance sheet, cash flow statement and income statement. If the bidder's establishment time is less than the specified year, it shall provide a statement of its financial position since its establishment. If the bidder is a branch company, it shall provide the above annual financial statements audited by the accounting firm or audit institution of the superior legal entity. The financial indicators of the past three years shall meet the following requirements: the average annual net assets shall not be lower than the bid amount, and the average annual net profits shall be positive.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Jan 8 ,2024 to Jan 15 ,2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales.
