中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)）東海西湖石油天然氣作業(yè)公司（以下稱為“招標(biāo)人”）委托，就東海西湖石油天然氣作業(yè)公司高完整性壓力保護(hù)系統(tǒng)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of High Integrity Pressure Protection System by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

A. 如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 本次采辦的HIPPS應(yīng)成橇形式供貨，投標(biāo)人應(yīng)為邏輯解算器的制造商或唯一授權(quán)集成商。投標(biāo)人可自行成撬，也可委托第三方成撬，但成撬商須具有有效期內(nèi)的TS證書(shū) ，其中TS證書(shū)應(yīng)為 A1級(jí)壓力管道元件制造證及以上資質(zhì)。國(guó)外成撬商未獲取TS證書(shū)的，應(yīng)取得特種設(shè)備型式試驗(yàn)證書(shū)，認(rèn)證級(jí)別應(yīng)達(dá)到壓力管道元件制造A1及以上級(jí)別。投標(biāo)時(shí)需提供證書(shū)原件掃描件（原件備查）并可在全國(guó)特種設(shè)備公示信息查詢平臺(tái)（https://cnse.e-cqs.cn/info-pub/pub）核實(shí)。
HIPPS purchased shall be supplied in the form of skid, and the bidder shall be the manufacturer or sole authorized integrator of the logic solver of HIPPS.The successful bidder must have a valid TS certificate, which should be an A1 level pressure pipeline component manufacturing certificate or above. Foreign pry operators who have not obtained the TS certificate should obtain a special equipment type test certificate, with a certification level of A1 or above for pressure pipeline component manufacturing.When bidding, it is necessary to provide a scanned copy of the original certificate (for future reference) and it can be accessed on the National Special Equipment Publicity Information Query Platform（ https://cnse.e-cqs.cn/info-pub/pub ）Verify.
C.HIPPS系統(tǒng)中涉及的閥門制造商如果為國(guó)內(nèi)制造商，應(yīng)取得TS證書(shū)，其中TS證書(shū)應(yīng)為A1級(jí)壓力管道元件制造證及以上資質(zhì)；如果是國(guó)外制造商則應(yīng)取得特種設(shè)備型式試驗(yàn)證書(shū)，認(rèn)證級(jí)別應(yīng)達(dá)到壓力管道元件制造A1及以上級(jí)別。投標(biāo)時(shí)需提供證書(shū)原件掃描件（原件備查）并可在全國(guó)特種設(shè)備公示信息查詢平臺(tái)（https://cnse.e-cqs.cn/info-pub/pub）核實(shí)。
Valves(TS A1) of HIPPS (Domestic manufacturers) shall obtain a special equipment manufacturing license of China.The TS certificate should be an A1 level pressure pipeline component manufacturing certificate or above qualification.Foreign products , The certification level should reach A1 or above in the manufacturing of pressure pipeline components.When bidding, it is necessary to provide a scanned copy of the original certificate (for future reference) and it can be accessed on the National Special Equipment Publicity Information Query Platform（ https://cnse.e-cqs.cn/info-pub/pub ）Verify.

業(yè)績(jī)要求1：2018 年1月1日至截標(biāo)日（以合同簽訂時(shí)間為準(zhǔn)），所投邏輯解算器的制造商至少有1項(xiàng)邏輯解算器在天然氣介質(zhì)管線上用于HIPPS系統(tǒng)的供貨業(yè)績(jī)
From Jan. 1st, 2018 to the deadline of bids submission stipulated.The manufacturer of the logic solver must have at least one supply performance of the logic solver used in the HIPPS system on natural gas medium pipelines
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。
業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)（應(yīng)有雙方蓋章）、貨物名稱、技術(shù)要求（設(shè)備所屬油氣生產(chǎn)裝置類型、邏輯解算器品牌 ）、到貨驗(yàn)收材料。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、貨物名稱、設(shè)備的相關(guān)參數(shù)（設(shè)備所屬油氣生產(chǎn)裝置類型、邏輯解算器品牌）、到貨驗(yàn)收材料。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows:Signing time, name of goods, relevant parameters of equipment (type of oil and gas production unit to which the equipment belongs, brand of logic solver), and materials for acceptance upon arrival.

業(yè)績(jī)要求2： 2018年1月1日至投標(biāo)截止日（以合同簽訂時(shí)間為準(zhǔn)），投標(biāo)人所投HIPPS球閥的制造商應(yīng)具有至少2臺(tái)在天然氣管線上的供貨業(yè)績(jī)，且滿足尺寸不低于28吋和壓力等級(jí)不低于Class600，密封形式為硬密封的技術(shù)要求。業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)（應(yīng)有雙方蓋章）、制造商名稱、貨物名稱、技術(shù)要求（尺寸、壓力等級(jí)、密封形式、應(yīng)用在天然氣管線上）。
From Jan. 1st, 2018 to the deadline of bids submission stipulated, The manufacturer of the HIPPS ball valve invested by the bidder shall have at least two records of supplying ball valves on the natural gas medium.pipelines (size and pressure class not less than28” ×CLASS600metal hard seal ).The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods.
The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Contract signing time, contract signing page (stamped by both parties), manufacturer's name, goods name, technical requirements (size, pressure rating, sealing form, application on natural gas pipelines).
