中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海殼牌石油化工有限公司（以下稱為“招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招標條件

項目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產業園區新建中海殼牌惠州三期乙烯項目，以實現其打造世界級、高度一體化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase III Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標人的資格和業績要求：

（1）資格要求 

Requirements for Qualification of Bidder

 

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference).

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 投標人應為所投貨物的制造商。本次招標不接受代理商投標。

（2）資質及資格要求及證明文件

Requirements of Qualification of Bidder and Certificate

 

A. 特種設備證書：投標人須提供制造商的《中華人民共和國特種設備生產許可證》-壓力容器制造A1級資質，且證書在有效期內。投標時需提供原件掃描件（原件備查）。

A. Special Equipment License: Bidder shall provide manufacturer's “special equipment production license of the people's Republic of China”- A1 grade qualification for pressure vessel manufacturing, and the certificate shall be within the validity period. The scanned copy of the original shall be provided during bidding (the original copy for reference).

 

B. ASME U2資格證書：投標人須提供制造商的《ASME U2資格證書》，且證書在有效期內。投標時需提供原件掃描件（原件備查）。

B. ASME U2 Qualification Certificate: Bidder shall provide manufacturer's “ASME U2 Qualification Certificate” and the certificate shall be within the validity period. The scanned copy of the original shall be provided during bidding (the original copy for reference).

 

C. 投標人須在投標文件中注明本次這2臺EO反應器擬委托的設計單位名稱。中國境內的設計單位須持有《中華人民共和國特種設備生產許可證》-壓力容器分析設計（SAD資質），且證書在有效期內。投標時需提供原件掃描件（原件備查）。

C. The name of design company which would be commissioned to design the bidding products shall be specified in the bidding document. Domestic design company shall provide “pressure vessel Design License”--Pressure Vessel Analysis and Design Qualification (SAD) and the license shall be within the validity period. The scanned copy of the original shall be provided during bidding (the original copy for reference).

 

 

（3）業績要求Requirement for Bidder's reference:
2013年1月1日至投標截止日（以合同簽署時間為準），投標人所投產品的制造商應具有至少2個項目的EO/EG裝置EO反應器供貨業績（同一項目提供多個合同視為一個業績），且均滿足直徑≥6200mm技術要求。

From January 1, 2013 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have at least 2 projects EO Reactor of the EO/EG Unit supply performance(providing multiple contracts for the same project is considered one performance), and meet the technical requirements of diameter ≥6200mm.

 

投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件和設計圖紙）和2）到貨驗收材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、裝置名稱、反應器直徑及到貨驗收材料。

 

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix and design drawing) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, name of unit, diameter of reactor and receiving certificate of arrival of goods.

未提交業績證明文件，或所提供的業績證明文件無法體現合同簽署時間、制造商名稱、貨物名稱、項目名稱、反應器直徑及到貨驗收材料的，均視為無效業績。 

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, diameter of reactor and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.

投標人所投產品的設計單位需提供至少2個項目EO反應器的設計圖紙復印件或其它能有效證明設計業績的資料。

The design company of the products submitted by the bidder shall provide copies of design drawing of at least 2 projects EO Reactor or other evidences that can effectively prove the design performance.

 

4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年12月29日開始至2024年01月08日止，請登錄中國海油采辦業務管理與交易系統(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。投標人須在線填寫購買招標文件登記表，并在線支付標書款，支付成功后，投標人可自行下載招標文件。招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元購買招標文件的投標人，需電匯至以下賬號：收款人：中化建國際招標有限責任公司，收款行名稱：INDUSTRIAL AND COMMERCIAL BANK OF CHINA,Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch，收款人賬號：0200000709117000351，SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dong cheng District, Beijing, China PR: 100006。

 

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from December 29, 2023 to January 08, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:

5. 投標文件遞交截止時間和方式：所有投標文件都應附有按規定提交的投標保證金，并于2024年01月19日上午09:30（北京時間）前線上提交至中國國際招標網站（http://www.chinabidding.com）。在此時間后收到的投標文件恕不接受。

 

The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 09:30 am (Beijing Time) on January 19, 2024. Any bid beyond the required time and date shall be subject for rejection.

 

6. 開標時間：定于2024年01月19日09:30時（北京時間）開標。

Bid-opening time: Bids will be opened  at 09:30 a.m (Beijing time) on January 19, 2024.

After obtaining the bidding documents, the bidder shall log on the trading platform of bidding and tendering for mechanical and electrical products to handle the CA lock, which is convenient for online bidding.For consultation, the whole process can be operated by 4000606000-1.

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tendering websit （http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.

 

9. 投標人在投標前應在必聯網（https://www.ebnew.com）或機電產品招標投標電子交易平臺（https://www.chinabidding.com）完成注冊及信息核驗。評標結果將在機電產品招標投標電子交易平臺（http://www.chinabidding.com）和中海油采辦業務管理與交易系統（https://buy.cnooc.com.cn）上發布。

Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results  will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
