項目已具備招標條件，現對該項目的勘察設計進行公開招標。
1.2本招標項目由 南充市高坪區發展和改革局 （核準機關名稱）核準（招標事項核準文號為 川投資備【2303-511303-04-01-345974】FGQB-0158 號 ）的招標組織形式為 委托招標 。
招標人選擇的招標代理機構是 中錦軍賢工程咨詢集團 。
2. 項目概況與招標范圍 建設
總投資：70000萬元 招標范圍：本項目勘察、設計及后續相關工作。
勘察范圍包含初步勘察、詳細勘察等。
設計范圍包含方案設計、初步設計（含概算）、配合甲方完成各階段評審工作和施工圖設計階段配合服務等。
標段：1個標段 （說明本次招標項目的建設地點、規模及投資額、勘察設計服務期限、招標范圍、標段劃分及標段投資額等）。
3. 投標人資格要求 3.1本次招標要求投標人須具備 3.1.1資質要求： 投標人必須同時具備以下（1）（2）資質：（1）建設行政主管部門頒發的工程設計建筑行業（建筑工程）甲級及以上資質。
（2）建設行政主管部門頒發的工程勘察專業類（巖土工程(勘察)）甲級及以上資質 。
3.1.2業績要求：（本項為多選） □ 勘察業績要求：近年（ 年 月 日 至投標截止時間，不少于3年） 已完成或新承接或正在勘察設計 不少于 （1 至3個）個類似項目。

3.1.3 3.2本次招標接受聯合體投標。
聯合體投標的，聯合體牽頭人應為設計單位，同時滿足下列要求： (1)聯合體各成員應為獨立企業法人；(2)聯合體牽頭人應具有建設行政主管部門頒發的工程設計建筑行業（建筑工程）甲級及以上資質；聯合體各方應提供聯合體協議書，明確聯合體牽頭人和各方權利義務，聯合體成員均應提供相關資料；聯合體牽頭人負責繳納保證金；(3)聯合體各方不得再以自己名義單獨參加其他聯合體在同一標段中投標；(4)聯合體成員總數不超過2家（包含聯合體牽頭人） 4.
