中化建國際 （以下稱為“招標代理機構”）受中海油深圳海洋工程技術服務 公司（以下稱為“招標人”）委托，就兩套移動式1500米工作級ROV購置項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Offshore Engineering Solutions Co.,Ltd. (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Two Sets of 1500m Work Class ROV Systems by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標條件
Bidding Conditions：The ROV system will be installed onboard general offshore construction support vessel,anchor handling tug, platform supply vessel and offshore lifting barge etc. The proposed ROV systems will be installed on the above type of vessels.
項目概況：該ROV系統以常見的工程船、三用拖輪、平臺供應船、起重駁船為支持母船，購置的ROV系統將安裝在上述船舶上。

3. 對投標人的資格和業績要求：

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商應通過ISO9001（或GB/T19001）質量體系認證。投標人須提供制造商有效的質量體系認證證書；
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C．從關境外供貨產品的投標人可以是制造商或代理商。如果從關境外供貨的投標人為代理商，投標人應得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權書。從關境內供貨的產品不接受代理商投標。
C. Bidders for products supplied from outside the customs can be manufacturers or agents. If the bidder to supply the goods from outside the Customs is an agent, the bidder shall obtain a legal formal authorization from the manufacturer of the goods to supply the goods for this tender. The products supplied from the territory of the Customs shall not accept the bidding of agents.

（3）業績要求Requirement for Bidder's reference:。
投標人所投產品的制造商應具有至少兩個合同的海上作業工作級ROV（工作能力不低于1500米水深，額定功率不低于200Hp）供貨業績，每個合同至少包含一套與本次投標的ROV型號序列相同的ROV，其中一個合同的簽訂日期不晚于2018年1月1日，且至少一個合同簽訂不早于2018年1月1日。交付過不少于兩臺系纜長度不低于850米的TMS。
The manufacturer of the bidder's bid products shall hA/Ve the supply performance of at least two contracts of working class ROVs (working capacity of no less than 1500 meters water depth , rated power of no less than 200Hp) for offshore operations, each contract contains at least one set of ROVs of the same model series as the ROV in this tender, one of which is signed no later than January 1, 2018. And at least one contract signed not earlier than January 1, 2018. Delivered no less than two TMS with a cable length of no less than 850 meters.
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和2）到貨驗收材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、貨物數量、ROV型號序列及到貨驗收材料。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements and receiving certificate of arrival of goods.
未提交業績證明文件，或所提供的業績證明文件無法體現合同簽署時間、制造商名稱、貨物名稱、項目名稱、貨物數量、ROV型號序列及到貨驗收材料的，均視為無效業績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年08月28日開始至2023年09月5日止，請登錄中國海油采辦業務管理與交易系統(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 投標人須在線填寫 招標文件每套售價為200元人民幣或30美元，售后不退。該費用用于印刷和郵寄招標文件或競爭性談判/資格預審文件，有郵寄需求的請在支付時備注收件人相關信息。如未在系統中 對于使用美元 招標文件發售費用用于印刷和郵寄招標文件，有郵寄需求的請在支付時備注收件人相關信息。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from August 28, 2023 to Sept. 5 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. This fee is for the printing and mailing of bidding documents or competitive negotiation/prequalification documents. If mailing is required, please note the recipient's information at the time of payment. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
