2、具有良好的商業信譽和健全的財務會計制度：提供經審計的2021年財務報告，2021年以來新成立的公司提供資信證明（復印件加蓋公章）。

3、具有依法繳納稅收證明：提供2022年以來任意1個月依法繳納稅收和社會保障資金的有效證明材料（復印件加蓋公章）。

4、在經營活動中沒有違法違規記錄：提供近3年內在經營活動中沒有重大違法記錄的書面聲明原件（格式自擬）。

5、具備良好的銀行資信和商業信譽：沒有處于被責令停業、財產被接管、凍結、破產狀態，沒有被列入失信被執行人名單，須提供“信用中國”網站 截圖（提供查詢截圖，截圖中包含截圖時間，時間為投標截止時間前）。

▲投標保證金繳納補充說明：

（1）投標保證金時效以銀行到賬時間為準，因跨行轉賬等原因造成延時到賬，導致到帳時間超出投標截止時間，系統將自動退回，由此導致投標保證金失效的情形，投標人自行承擔。故建議投標人至少提前1個工作日繳納投標保證金。

（2）“黔云招采”交易平臺投標保證金遞交方式為虛擬子賬戶方式，投標人請于繳納投標保證金前在交易平臺中獲取本項目虛擬子賬號；

1、投標文件遞交的截止時間（投標截止時間，下同）為2022年 11 月 23 日 10 時  00分，投標人應在截止時間前通過“黔云招采”電子招標采購交易平臺遞交電子投標文件（注：格式為.TBJ）。

2、逾期送達的投標文件，將予以拒收。

五、開標

2、開標后，請各投標人使用數字證書（加、解密為同一把數字證書）在'Times New Roman';line-height: 150%;font-size: 16px;background: rgb(255, 255, 255)\">30分鐘內進行投標文件解密。

3、所有投標人解密成功后請在1'Times New Roman';line-height: 150%;font-size: 16px;background: rgb(255, 255, 255)\">0分鐘內確認報價。

4、所有投標人確認報價成功后，請各投標人確認開標一覽表并進行簽章。未在規定時間內對開標一覽表進行簽章并未提出異議者，視為默認開標結果。
