2）應答人應是一般納稅人，具有開具增值稅專用發票的資格。
3）財務狀況：近三年財務能力穩定、可靠，流動資金能滿足本競談項目的供貨需要。
4）應答人應具有良好的銀行資信和商業信譽，不存在尚未了結的重大訴訟案件，沒有處于被責令停業，財產被凍結、接管，破產狀態，沒有發生過向采購人行賄等廉潔問題。近三年內沒有騙標、嚴重違約事件。近五年內無重大違約或被逐，或因應答人原因而使任何合同被解除。
5）具有有效期內的ISO9001質量管理體系認證證書。
6）項目負責人必須為本單位正式職工，具有3年以上相關工作經驗，近三年有類似項目設計案例（提供證明材料）。
