一、招標條件

I. Conditions of Tendering

印尼BAI曼帕瓦100萬噸氧化鋁項目項目結構、建筑及消防基本設計圖紙及計算技術服務已具備招標條件。 受招標人委托，現對該項目進行公開招標。

Up to now, the Basic Engineering Design Drawings and Calculations about Architecture, Structure and Fire Protection for Indonesian Borneo Alumina Refinery are well ready for tendering. The Tenderee, Shenyang Aluminum & Magnesium Engineering & Research Institute Co., Ltd., entrusts Chinalco Tendering Co., Ltd. to carry out open tendering.

2.1項目

2.1 Project Name: Indonesian Borneo Alumina Refinery

2.2項目概況： 印度尼西亞BAI曼帕瓦冶金級氧化鋁廠項目總體建設規模為2000kt/a，分二期建設，本次建設為一期工程，建設規模為1000kt/a冶金級氧化鋁(簡稱“本項目”)，二期工程續建1000kt/a冶金級氧化鋁。

2.2 Project Overview: The overall construction scale of BAI Mempawah Smelter Grade Alumina Refinery Project in Indonesia, which will be built in two phases, is 2000 kt/a.  Phase I will be subject to open tendering this time and the scale is 1000 kt/a smelter grade alumina ("the Project"). Phase II, with a scale of 1000kt/a smelter grade alumina, will be built on the basis of Phase I Project.

2.3項目 其中，建筑、結構設計應采用印尼國家標準(SNI)，消防設計采用美國NFPA標準。

2.4 Scope of Tendering: Refer to Section V "Employer's Requirements" for the Basic Engineering Design Drawings and Calculations about Architecture, Structure and Fire Protection  of the Project. The architectural and structural design shall comply with the Standard National Indonesia (SNI) and the fire protection design shall comply with the NFPA standard.

2.5交貨期及設計服務期：

2.5 Delivery Period and Design Service Period:

本項目開工日后90天內分批提交土建、消防基本設計圖紙及計算技術文件。交付進度及文件詳見第五章” 發包人要求”。

The engineering deliverables for this projectshall be submitted in batches within 90 days after the commencement date of the Contract.  Please refer to Section V "Employer's Requirements" for the delivery progress and documents.

投標人的服務期限自本項目開工日開始，直至本項目所有建筑、結構、消防設計文件通過招標人審查，投標人完成合同規定的所有設計服務為止。

The BidderBidder's service period starts from the commencement date of the contract until all the structural, architectural and fire protection deliverables are approved by the Tenderee and the BidderBidder complete all the design services as specified in the contract.

2.6招標文件的語言：

2.6 Language of tender document：

招標文件以中文或中、英文兩種文字編寫。以中、英文兩種文字編寫時，兩種文字具有同等效力；中文本與英文本如有差異，以中文本為準。

The tender document is prepared either in Chinese or in Chinese and English. In the latter case, documents in both languages hA/Ve the same effectiveness. In the event of any discrepancies between them, the Chinese version shall prevail.

招標文件第四章“合同條款及格式”及第五章“發包人要求”均采用用英文編制。

Chapter IV "Conditions and Forms of Contract" and Chapter V "Employer's Requirements" is prepared in English only.

3.1資質要求

3.1 Qualification Rrequirements

(1)中華人民共和國境內或其他國家合法注冊的獨立企業法人，具有獨立承擔民事責任能力，具有獨立訂立履行合同的權利和能力。

(1) An independent enterprise legal person, that is legally registered within the territory of the People's Republic of China or in other countries, has the ability to independently bear civil liabilities and the right and ability to independently conclude and perform contracts.

(2)投標人具備使用印尼國家標準(SNI)進行建筑、結構設計，以及使用美國消防標準(NFPA)進行消防設計的能力。中華人民共和國境內公司應獲得中華人民共和國住房和城鄉建設部頒發的建筑工程專業設計甲級及以上資質證書和消防設施工程設計專項甲級資質證書；境外公司應獲得其所在國家頒發的相關設計資質或批準的經營范圍。

(2) The Bidder has the ability to complete the structural and architectural design based on the SNI standard and the fire-fighting design based on NFPA standard. Companies registered in the People's Republic of China shall obtain the Grade A qualification certificate for building engineering design or above and the Grade A certificate for the design of fire-fighting facilities engineering issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China (MOHURD). Overseas companies shall possess relevant design qualifications issued by or the business scope approved by their home countries.

(3)投標人具有完善的質量管理體系 。

財務狀況良好，提供近2年經審計的財務報表。

The company is in good financial condition, with audited financial statements for the past 2 years attached.

3.3業績要求

3.3 Performance Requirements

近5年(2015~至今)，投標人應從事過印度尼西亞工業項目，對工業項目采用印尼標準(SNI)進行建筑和結構設計、采用美國消防標準(NFPA)進行消防設計，并提供相關的技術服務。設計階段應為基本設計或詳細設計。投標人應提供近5年(2015~至今)工業項目(同時包含建筑、結構及消防設計內容)基本設計或詳細設計階段的業績清單,并準備合同掃描件作為備查文件。

In the past 5 years (2015-present), the Bidder shall hA/Ve been engaged in Indonesia's industrial projects, in which the structural and architecturaldesign was subject to the SNI standard and the fire-fighting design was subject to the NFPA standard, and the involved technical services were also provided by the Bidder.  The design phase shall be basic design or detailed design. The Bidder shall provide the performance list of the basic or detailed design of industrial projects (including structural, building and fire-fighting designs) for the past 5 years (2015–present), and the Bidder shall prepare the scanned copy of the contract about these experiences for the Tenderee to review when necessary.

投標人登陸網站( .cn)填寫企業信息，提交注冊，審核情況將在24小時內(不含法定節假日)進行反饋，審核通過的投標人方可購買招標文件，請合理安排注冊時間。

The Bidder logs on the website ( .cn) to fill in enterprise information and submit for registration. The review will be fed back within 24 hours (excluding legal holidays). The Bidder who has passed the review can purchase the tendering document. Please arrange the registration time reasonably.

2標書款支付：

2 Payment of tender fee:

注冊成功后，投標人選擇對應標段進行網上支付(支持企業網銀和個人網銀)，不接受現金支付；招標文件售價(元)： 500元(人民幣)，標書款發票我公司僅提供增值稅電子普通發票，請投標人自行下載、打印發票。

After successful registration, the Bidder selects the corresponding tender section to make online payment (supporting corporate online banking and personal online banking), and cash payment is not acceptable. Price of the tendering document: RMB 500. For invoice of tender fee, our company only provides electronic plain VAT invoice, the Bidder can download and print the invoice by himself/herself.

支付成功后，即視為招標文件己售出，投標人可自行下載招標文件電子版，招標方不再提供紙質招標文件。招標文件一經售出，概不退款。

After successful payment, the Tendering document shall be deemed to hA/Ve been sold, and the Bidder can download the electronic version of the Tendering document by himself/herself. The Tenderee will not provide paper Tender document any more. There will be no refund once the Tendering document is sold.

CA用于投標文件的簽章、加密、提交、解密，投標人在( .cn)注冊成功并登錄，【系統管理】-【綁定CA】-【CA注冊】，提交相應信息進行在線辦理，審核通過后將通過郵寄方式將CA寄

CA is used for signature, encryption, submission and decryption of tender document. The Bidder has successfully registered and logged on the Electronic Bidding and Tendering Platform of Aluminum Corporation of China ( .cn). Through [System Management]-[Binding CA]-[CA Registration], the Bidder will submit the corresponding information for online handling. After the approval, the CA will be sent to the designated place by mail. The Bidder is requested to arrange the time reasonably and shall bear the corresponding consequences for the overdue handling.

招投標全流程信息發布和聯絡以購買招標文件時填寫的信息為準，投標人應對填寫的所有信息的真實性和準確性負責，并自行承擔信息有誤導致的一切后果。

The information release and contact of the whole tendering process shall be subject to the information filled in when purchasing the Tendering document. The Bidder shall be responsible for the authenticity and accuracy of all the information filled in, and shall bear all the consequences caused by incorrect information.

備注：投標人須通過投標文件客戶端編制投標文件，在遞交截止時間前將CA加密后的投標文件進行網上提交。逾期遞交或未按招標文件要求遞交的投標文件恕不接受。

Remarks: The Bidder shall prepare the Tender document through the client of the Tender document and submit the CA encrypted Tender document online before the deadline for submission. The Tender document submitted overdue or not submitted as required in the Tendering document will be rejected.

請投標人提前半小時登錄網上開標大廳等候開標，開標后在用CA完成解密、簽名確認后方可退出。

The Bidder is requested to log on the online Tender Opening Hall half an hour in advance to wait for tender opening. After opening, the Bidder can exit after decryption with CA and signature /confirm/iation.
